Thomas Bertrand is a founding partner of the firm. An experienced, skilled police attorney, Mr. Bertrand has practiced in the Bay Area for more than forty-eight years. He represents numerous law enforcement agencies and is the co-author of the widely used “Administrative Investigation Handbook.” Specializing in police management personnel issues, law enforcement matters, and administrative law, Mr. Bertrand graduated Phi Beta Kappa from the University of California at Berkeley in 1970 and received his Juris Doctor degree from UC Berkeley School of Law in 1973. He is a trained Early Neutral Evaluator for the U.S. District Court for the Northern District of California and is an experienced mediator and administrative hearing officer.
Mr. Bertrand is admitted before the U.S. Supreme Court, Ninth Circuit; Northern, Eastern, and Central Districts of California; and all California state courts. He is AV-rated (highest rating) by Martindale-Hubbell Law Directory.
